It could be a variation, but I think yours could be a sport (mutation)
as I have an
Orthophytum burle-marxii var. seabrae which has remarkable double teeth, like your Aechmea.
If you ever seen
Agave isthmensis, especially from Japanese succulent fancier,
there is a special cultivar which has double spines too.

I am collecting Agave too.
Yes,
In Japan, there is some Agave of changeable spines.
When the next pup(this Aechmea) goes out, I will send it to you.
